Case Details

The Challenge
Distributed PV is booming. Jining, Shandong, has 4.4924 million kW installed, with over 50% penetration. But PV depends on weather. At noon, reverse power can overload transformers; at dusk, generation drops and the grid must fill the gap. Distributed PV is scattered across rooftops, factories, and carports—unlike centralized plants, it cannot be controlled with one click.

China’s 2025 policy requires new distributed PV to be “observable, measurable, adjustable, and controllable”—the “Four Capabilities.” Without them, plants risk curtailment, fines, or grid-connection failure. Cloud-only control is too slow. Millisecond response must happen locally.

Jining Demonstration
State Grid Jining built a million-kW distributed PV wide-area collaborative optimization project. Using edge computing + 5G slicing, 1.5 MW of PV achieves millisecond-level data transmission. ARMxy BL440 Solution
The BL440 edge gateway uses Rockchip RK3576 (4×A72 + 4×A53 + M0) with a 6 TOPS NPU.

Configuration: BL440 + X20 board + 2×Y63 boards. BL440 supports 1 X + 2 Y expansion and is one of only two models supporting dual Y63. Total: 12 RS485 ports.

Open Platform for Software Partners
